We accomplished this with a slight workaround. We created a json in qualtrics by adding the topics we wanted and exporting. Add query words or not, up to you. That way the topic gets a topic ID. We then combined the new list with the old.

Similar to @Dukester, we exported into Excel to make it neater for leadership and our teams to review. When they asked for additional themes or topics, we just added them to the excel and then directly in TextIQ.
Once the official org-wide list of keywords, themes, and sub themes were set up for 1 survey, we just downloaded it, moved to the next survey, deleted the previous topics and then imported the standardized JSON.
